E-Despatch System A Project for GMDC

The Government of Gujarat and its Dept. of Mines with their visionary and as a part of e-Governance project, took a strong initiative to maintain and keep up vast mines of the state to ensure that the quantity of the ore/lignite delivered to each customer is accurate and to stop any leakage happening due to unauthorized access to the mines, by authorizing their dispatch systems.

The project was conceived with an intention to computerize the lignite mines located at Mata-No-Madh in the Kutch area of Gujarat .

The project needed to collect all the details pertaining to all vehicles of the customers of GMDC. The data of each and every vehicle will be updated at the token gate level and HO level whenever a transaction take place. This will help department in tracing the location of the vehicle at any point of time. The targets of the new automated system is as under:

•  Provide Automation
•  Transaction management
•  Detect unauthorized access
•  Capture leakage.
•  Real Time system monitoring.

The system is functioning on RFID based smart card technology for validating the identity of the trucks, as well as to identify the unauthorized trucks. At every point of important transaction, CCTV cameras are used to capture the image of the truck. Along with these fixed camera, high performance dome cameras are also installed for continuous monitoring of the mine area in order to identify and monitor the routes of the unauthorized trucks.

The entire system using like accurate static weighbridges, weigh-in-motion platforms, CCTV systems, RFID reader, smart card reader, barrier and wireless networked computers (at every stage of the process) for capturing transactions, is an integrated solution of the automated systems (e-Despatch systems).

Check Post Automation/Integrated Highway Check Post Project

The Government of Gujarat and its Dept. of Transport with their visionary and as a part of a Governance project, took a strong initiative to maintain and keep-up the vast highways of the state, augment and control revenues generated through automated weighbridge check post systems.

The project was conceived with an intention to computerize all the 10 check posts of Regional Transport Office (RTO) for checking the overweight of commercial vehicles.

The project needed to collect all the details pertaining to all commercial vehicles of Gujarat and also vehicles from the neighboring states. The data of each and every vehicle will be updated at the check post Level and HO Level whenever a transaction take place. This will help department in tracing the history of the vehicle at any point of time. There had been in the past several instances of default being committed by the transporters at all quarters and with the introduction of this system, tracking of such incidents have become faster and collection have gone up substantially.

The functions of PCs and servers at the check post are as under.

There are in all 10 administrative buildings and 53 Lanes in all the check posts put together. Each lane will have a dedicated PC and the PC is attached to weighbridge, barrier, smart card reader and Large Figure Display unit. When the vehicle comes to a halt at the weighbridge, the computer captures the weight and computes the excess weight if any. Simultaneously, the computer sets the Video Camera rolling, which would focus on the number plate of the vehicle. After calculating the weight, the system checks for all other parameters. Incase of any default on any of the parameters, the computer automatically generates a penalty for such offences for fine to be collected. For the benefit of the driver, the penalty is displayed on the large Figure Display for him to know about the details of the penalty he is paying. When the penalty is paid-up, the computer instructs the barrier to open for the vehicle to pass by.

The entire transactions of a vehicle will be completed in a maximum time of 3 minutes.
